In Generation IV, Game Freak introduced the GTS, and it was immediately flooded with hacked Pokemon. In Generation IX, they did something about it.
Game Freak/The Pokemon Company/ILCA/whoever else runs the thing has stepped in and banned Pokemon from the GTS and from being uploaded to Home completely if they have an OT like Kevdog and BeriChan. You’ll recognize those names: BeriChan is the most prolific Pokemon “genning” streamer, and Kevdog is always flooding tons of hacked Pokemon into the GTS to grow his social media presence. There’s other names still being found (hopefully the URLs of common “pay for Pokemon” sites get included too, as they flood the GTS constantly) but those two are the ones that stick out to me.
I’m surprised it took the devs this long to identify that this problem exists and do something about it. It’s never seemed to me that any developers cared one bit about the legitimacy of the Pokemon on their trading services beyond threadbare “could it possibly exist?” hack checks. Don’t get me wrong; banning a Pokemon based on its OT is a clunky and imprecise way to do it, but at least it’s a way to do it. I don’t doubt that BeriChan and Kevdog are just going to switch the OT that their generators use, but at least the millions of hacked Pokemon currently on the GTS and in Home are now stuck and worthless. It’s like a reset. You can’t prevent whatever’s coming next, but you can wipe the slate clean of what’s currently out there.
I should add that there’s disputed reports about being unable to upload or download them from HOME as well. I just uploaded a BeriChan-generated Pokemon that I use for Tera Raiding to Home without issue, so I’m not sure you can’t still upload them.
